Removes odd or even lines from the picture and replaces them with
interpolated values.
Interlaced video consists
of two alternating frames (called "fields") where even scan lines belong
to one picture and odd lines to another. The second picture can be misaligned
or even black. This function removes the second frame and attempts
to reconstruct the missing
information.
